Overview
The City Clerk's Office issues cigarette/tobacco/nicotine/vapor licenses in accordance with State regulations and upon approval by the City Council. Licenses are issued on a fiscal year basis (July 1 through June 30) and cost $75.00 per year.  Although cigarette/tobacco/nicotine/vapor licenses cannot be issued for more than one year, they can be issued for shorter periods of time at a pro-rated quarterly cost.

New Information

Effective July 1, 2014, Chapter 453A of the Iowa Code requires that any person offering cigarettes, tobacco products, vapor products, or alternative nicotine products for sale to the consumer, hold a valid cigarette/tobacco/nicotine/vapor license.  The new law also banns retailers from selling alternative nicotine products and vapor products to individuals under the age of eighteen.

 Alternative nicotine products are a tobacco-free way of ingesting nicotine in the body. Vapor products, or e-cigarettes, are a substitute to traditional cigarettes. The battery-operated devices use liquid to simulate smoking by producing a vapor that is inhaled by the user.

 “Alternative nicotine product” means a product, not consisting of or containing tobacco, that provides for the ingestion into the body of nicotine, whether by chewing, absorbing, dissolving, inhaling, snorting, or sniffing or by any other means. “Vapor product” means any noncombustible product, which may or may not contain nicotine, which employs a heating element, power source, electronic circuit, or other electronic, chemical, or mechanical means, regardless of shape or size, which can be used to produce vapor from a solution or other substance.
