Time and Place for Filing Sealed Proposals

Sealed proposals, subject to the conditions contained herein, will be received before 2:00 o'clock p.m. on September 3, 2020, in the office of the City Clerk, City of Bellevue, 106 N. Third Street, Bellevue, Iowa 52031.


Time and Place Sealed Proposals Will be Opened and Considered

Sealed proposals will be opened and bids read and tabulated at 2:00 o'clock p.m. on September 3, 2020, at City Hall, 106 N. Third Street, Bellevue, Iowa for consideration by the City Council at its meeting at 6:30 p.m. on September 21, 2020 at City Hall.


Time for Commencement and Completion of Work

The Contractor can commence work any time after the Notice to Proceed is issued and contract shall be completed and ready for acceptance by November 12, 2021. Liquidated damages for the project are set at $250.00 per calendar day will be assed for each day that the work shall remain uncompleted after the end of the contract period, with due allowance for extension of contract period due to conditions beyond the control of the Contractor, as approved by the City Council.


Bid Security

Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8 and as specified by the City of Bellevue, Iowa. The bid security shall be 5% of the total amount of the bid and received in one of the following formats: (1) a certified check, or a cashier's check drawn on an Iowa bank, or a bank chartered under the laws of the United States, in an amount of 5% of bid amount; or (2) a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount of 5% of bid amount; or (3) a bid bond executed by a corporation authorized to contract as a surety in the State of Iowa, in the penal sum of 5% of bid amount.


The bid security shall be made payable to the Treasurer of the City of Bellevue, Iowa.


The bid security must not contain any conditions either in body or as an endorsement thereon.  The bid security shall be forfeited to the Owner as liquidated damages in the event the successful bidder fails or refuses to enter into contract within ten (10) days after the award of contract and post bond satisfactory to the Owner insuring the faithful fulfillment of the contract and the maintenance of said work, if required, pursuant to the provisions of this notice and the other contract documents. 


Contract Documents

Plans and specifications governing the construction of the proposed Installation have been prepared by WHKS & Co., which plans and specifications and the proceedings of the Owner referring to and defining said proposed Installation are hereby made a part of the Notice by reference, and the proposed contract shall be executed in compliance therewith.  Copies of said plans and specifications are now on file with the City Clerk and may be examined by the bidders. Furthermore, plans and specifications are available to download free of charge at, please use eBid Doc No. XXXXX.  Plans and specifications for private use may also be obtained from WHKS & Co., 1701 Route 35 North, East Dubuque, Illinois 61025, for a refundable deposit of $25.00.  If the plans and specifications are not returned to WHKS & Co. within fourteen (14) days after the award of the project and in reusable condition, the deposit shall be forfeited.

Preference for Iowa Products

By virtue of statutory authority, preference will be given to products and provisions grown and coal produced withing the State of Iowa to the extend lawfully required under Iowa statues.


Sales Tax

The bidder should not include sales tax in the bid. Sales tax exemption certificates will be issued in accordance with Iowa Code 423.3, Subsection 80m and provided to the contractor and subcontractors for all material purchased for incorporation in the project.


IDOT Pre-Qualified Contractors List

Perspective bidders for this project shall be on the Iowa Department of Transportation (IDOT) Pre-Qualified contractors list for the categories of work that the bidder will be providing. See the latest IDOT Standard Specifications for Highway and Bridge Construction, Section 1102.01, for the procedure for prequalifying.


General Nature of the Project

The extent of the work involved is the furnishing of labor and new materials for the construction of Jackson Park Drive Street Construction and Utility Installation and includes approximately: 950 L.F. of 8” Water Main, 675 L.F. of 15” to 18” RCP Storm Sewer, 8 single intakes and 3 double storm sewer intakes, 910 L.F. of 8” sanitary sewer and manholes, 2,740 S.Y. of 6” P.C. Concrete Pavement and 1,890 LF of Curb and Gutter on 6” subbase and earthwork and erosion control.


The City of Bellevue, Iowa, hereby reserves the right to reject any or all bids and to waive informalities and irregularities and award to the lowest responsive responsible bidder.
